I am writing regarding a recent incident involving the City of St. John's. On June 5th, after loading my utility trailer with lumber for a weekend project, I parked my truck and trailer in a marked bay on Water Street near the hardware store at about 8:00 a.m. and stepped inside for a few minutes. A temporary notice announced that the block would be closed so that a charity road race could pass through, but the sign had blown face-down against a lamppost and was all too easy to overlook. When I came back out, my truck and trailer were gone.
