Dear Ms. Tanaka,

I am writing about the new leash bylaw your parks department is proposing for dog owners in the city. I definitely agree that some rules are needed to keep our shared parks safe and pleasant. However, I disagree with one major point. Your department is proposing a "single off-leash hour" bylaw that would let dogs run free only between seven and eight in the morning, unless the dog is a registered service animal. Your logic is simply that crowded parks and loose dogs do not mix, and that early mornings are quiet. You state that this rule has done much to reduce complaints in other municipalities. There is simply no conclusive evidence to support this claim.
